The Independent Review into the NDIS reported in late 2023 with 26 recommendations. The most significant: introduce foundational supports for lower-intensity disability outside NDIS, replace LACs and support coordinators with a unified Navigator role over time, mandatory registration for in-scope providers, foundational changes to participant pathway including better assessments, and major changes to pricing and outcomes measurement. Government accepted the reforms in mid-2024 with a phased rollout through 2028.
