Self-managed participants have the most flexibility. They receive their funded budget directly from the NDIA, pay providers (registered or unregistered), keep their own records and submit claims through the My Place portal. About 30% of plans are self-managed in 2026. Self-managed participants are a key market for unregistered providers — they don't require the registered provider that NDIA-managed plans demand.
