Mandatory registration was a key recommendation of the 2023 Disability Royal Commission. Currently, providers can choose to be registered or unregistered. Unregistered providers can only be paid by self-managed and plan-managed participants — not NDIA-managed. The reform removes the unregistered option for most service types. The phasing: SIL, SDA, platform providers and behaviour support face mandatory registration from July 2026. Most other service types — including sole traders, allied health, support coordination, community access — follow by July 2027. Around 60,000 unregistered NDIS workers will need to act before 2027.
