The full answer

Registration status is per-service-type. You might be: registered for 'Personal Care' but unregistered for 'Community Access'. Or registered for one participant group (e.g. adults) but unregistered for another (e.g. children). You cannot simultaneously claim 'registered' and 'unregistered' status for the same service type with the same participant — that's fraud. You MUST declare your status in every quote and service agreement. The NDIS Commission publishes the provider register showing exactly what each provider is registered for — if someone claims they're registered for SIL but aren't, that's a major fraud red flag.
