The full answer

The NDIS funds three support types: 1) Core supports — aimed at maintaining daily living (personal care, cooking, transport, home care). Charged at the hourly rate. 2) Capacity building — aimed at building skills and independence (life coaching, resume help, IT training, communication therapy). Also hourly but different rate. 3) Capital supports — one-off purchases (wheelchair ramps, computers). The distinction matters: a speech pathology session may be capacity building (teaching new communication strategies) or core support (routine speaking practice) depending on the goal in the plan. Auditors check this alignment in Module 3.
