The full answer

Participants can budget travel time in their plan if it's genuinely part of the support (e.g. community outreach where the worker travels with the participant). The key test: is the worker providing support during travel or just transporting? Travel time is highly audited because it's easily misused. If the plan says 'community access 1 hour Tuesdays including travel', you can claim it. If it says 'personal care 1 hour' and you claim 30 mins transport, that's non-claimable. Check each participant's plan document for explicit travel-time line items. When in doubt, ask the participant or their plan manager.
